Under the background of the new urbanization construction, the demand of improving the urban environment and enhancing the city’s image is increasing,how to speed up the welfare infrastructure becomes an urgent problem. Because of the uncertainty of welfare infrastructure investment and economic benefits, on the one hand, social capital can’t flow in, on the other hand, the level of welfare infrastructure can affect the whole social benefits and social capital is not assured by the government to direct management, which means the government must play a leading role in the financing of the project.In recent years, the scale of local government debt is increasing, and public welfare infrastructure projects are often capital-intensive projects, which make it difficult to place the finance of the construction of a huge amount of funds approp riated in a short time. Banks also are subject to risk control and national macroeco nomic policies, and it lead the loan approval of welfare infrastructure projects strictly limited. Therefore, the existing financial investments, bank credit, land leasing and other financing means is too single.Its difficult to meet the financial needs of public service infrastructure.Based on the discussion of previous studies, I try to analyze the theoretical premise nonprofit research infrastructure financing model,comb the popular financing tool, and find suitable financing model for public service infrastructure project. Thus design the project-based compensation of asset-backed securitization financing model. Based on the above model designed, as an example of Jiaozuo City People’s Road extension project, I discusses the practical operability of the financing model.
