Township government as China’s people’s democratic regime in important administrative organizations at the grassroots level, directly facing the rural areas is the broad masses of peasants, play an important role in the rural political, economic and cultural life. Along with our country new rural construction around the implementation of the functions of township government is constantly adjust, in order to better gauge the livelihood of the people work services for the rural.At present our country is in the process of integration of urban and rural development, the township government still exists in public affairs on the mode, the provision of public services and public products, government function offside, vacancy beyond the scope and authority and all kinds of Huimin policy not in place and other issues specific affairs, governments at all levels in the "crossing the river by feeling the stones".
