Small and medium-sized enterprises are numerous, huge role in the economic contribution, at the same time in the active market economy, expanding employment, optimize industrial structure, technological innovation also has an important role. Small and medium-sized enterprises are numerous, and play an important role in the economic contribution, and they also play a great role in activating the market, enhancing the employment rate, optimizing industrial structures、innovating technology. So as an important part of national innovation of small and medium-sized enterprises, it is urgent for small and medium-sized enterprises to adjust their innovation strategies, keep pace with the current economic development trend, adapt to a period of "new normal" for China’s economy, improve their technology innovation abilities, and make the quantitative change and the qualitative change available.Considering the concepts of "New economy", scientific development, innovative country, well-off society in all-round way, and by analyzing the relevant technology innovation background, features, affecting factors, this paper takes small and medium-sized enterprises as research objects, and builds the multidimensional index system to evaluate them comprehensively which is under the guide of latest theoretical research results. Then, by conducting field surveys, this paper analyzes and evaluates the technology innovation abilities of small and medium-sized enterprises in Chong Qing with the method of factor analysis. In addition, this paper evaluates and compares the small and medium-sized enterprises in three aspects:operating time, industry, nature of the firms. Finally, this paper puts forward comprehensive and profound measures and suggestions on how to improve the technology innovation abilities of small and medium- sized enterprises.This paper uses many research methods like documents review, comparative research, theoretical analysis, normative analysis, system analysis, convergence analysis, qualitative analysis and the empirical research.
