A Study On The Fiscal Transfer Payment System Under The Provincial Level

To push on with modernization of the country’s governing system and capabilities, the Third Plenary Session of the 18 th Central Committee of the Communist Party of China stetted up the goal of deepening the reform of fiscal and taxation system and establishing the modern fiscal system, and proposed the thought of improving the fiscal transfer payment system on the same time. The reform of the fiscal transfer payment system has been put on the important agenda. Scientific and rational fiscal transfer payment should achieve the effective regulation of inter-regional vertical and horizontal fiscal imbalances by the redistribution of government funds, promote government powers and fiscal authority to match, and ultimately achieve the equalization of basic public service purposes.Since the reform of tax-sharing system, the central government to the local fiscal transfer payment system has been set up and improving. However, the central has not ruled a systematic and comprehensive system on the local, resulting in that the local approaches in practice carried out to explore referring to the central system of fiscal transfer payment. This paper selects the fiscal transfer payment system under the Provincial level reform as the object of study, and taking Shandong Province as an example, to further improve the fiscal transfer payment system under the Provincial level to make some beneficial discussion. Because the actual situation is different, the establishment of the fiscal transfer payment system is in accordance with the basic situation of their own province to set up and run. The paper did not study every province on the fiscal transfer payment system one by one, but taking Shandong Province as an example. Based on the reference of mature experience of market economy countries on transfer payment system construction, through the research on the operation of fiscal transfer payment system of Shandong Province, combining with the practice of the reform of the fiscal transfer payment of Shandong Province, fiscal transfer payment system in the construction of the problems and shortcomings, put forward the corresponding policy recommendations to further improve the fiscal transfer payment system under the Provincial level, building a scientific and standardized, efficient and transparent modern system of fiscal transfer payment has certain theory significance and the practical significance.This thesis described the theoretical basis of the inter-governmental fiscal transfer payment firstly, focusing on anglicizing the value of the existence of fiscal transfer payment system. Then, by anglicizing dates, this thesis presents the fiscal transfer payment scale and structure of Shandong Province, summarizes the fiscal transfer payment system reform of Shandong Province in recent years, and then studies the problems and deep-seated reasons of fiscal transfer payment system under the Provincial level. Finally, I put forward policy recommendations for the fiscal transfer payment system under the Provincial level reforms based on the construction experience of the transfer payment system in the developed market economies.The thesis uses many kinds of research methods of literature research, field research, comparative analysis, example demonstration etc. The innovation point is to do the fiscal transfer payment system of international experience, the direction of national reform and the fiscal transfer payment system of Shandong Province in combination with the article, to promote the fiscal transfer payment system under the Provincial level reform, in the crack in resolving these problems, the specific surface and system innovation etc, and to put forward the useful ideas and opinions.
