Study On Balance-sheet Of Forestland Ecological Asset Of Wuguishan In Zhongshan City

Forest ecosystem is the foundation of human survival and development, for maintaining the ecological balance and the social and economic development has an irreplaceable role. The third plenary session of the eighteenth proposed to explore the establishment of natural resources in the balance sheet, off-office auditing of leader implement natural resources assets. The forestry resources is an important part of natural resources. In this paper, the forestland of Wuguishan was analyzed in Zhongshan city, based on the two issues of remote sensing data of 2009 and 2013 as well as DEM data as the main data source,mainly used principal component analysis, fuzzy evaluation and expert consultation method, and combined with RS and GIS technology, the forestland ecosystem quality levels was evaluated, and according to the quality levels determined the adjustment coefficient of the forestland ecological assets accounting; Refer to the compilation of the balance of natural resources and the national balance sheet format and content of the existing research results, compiled balance-sheet of forest land ecological asset of Wuguishan, and the assets and liabilities of forestland ecological asset of Wuguishan are discussed and analyzed, the results showed that:(1)For the forestland ecosystem of Wuguishan, most of its quality rank was good and middle, the poor and very poor was mainly distributedIn the central area of Wuguishan. The compare 2013 with 2009, the forestland ecosystem quality improved obviously, Compared2009 with2013, the quality of forestland ecosystem was obviously improved. For the middle, poor and very poor quality rank of the forestland ecosystem,the area was reduced by 774.57hm2, however, for the excellent and good quality rank, the area was increaseded by 788.09hm2.(2) Based on the on-site conditions of Wuguishan, the paper took wide exploration and compiled balance-sheet of forestland ecological asset of Wuguishan, with its structure covering the asset side, liability side and owners’ equity. The asset side includes stumpage growth,economic forest products, floricultural products, conservation of water,carbon fixation and oxygen release, soil conservation, decontamination of environment, protection of bio-diversity, recreation of landscapes and creation of scientific research and education value. The liability side covers pollution control, ecological restoration, ecological maintenance and compensation. Owners’ equity incorporates state ownership equity as well as rights and interests of department managers and business operators.(3)The forestland ecological assets of Wuguishan consists of product value, service value and social value of the ecological system, among which stumpage growth value is the major part of ecological system product value, accounting for 99%. Ecological system service value ismainly made up of water conservation value with its occupation more than 60% and carbon releasing and raising value accounts for 15%.Compared with 2009, all other function values have raised in 2013 apart from the declined value of environment purification caused by decreased forestland dust block capacity. Among social value, employment creation as well as scientific research and education have markedly increased. All in all, all function values of Wuguishan presents a generally increasing trend.(4)The forestland ecological asset of Wuguishan in 2009 and 2013 is respectively 543,642,300 RMB and 635,221,800 RMB, among which the biggest contributor is water conservation and stumpage growth. From2009 to 2013, the forestland ecological assets increased 91,579,500 RMB with the quality of ecological system improved distinctly. The biggest contributor to Wuguishan forestland ecological asset is product value of64.51%, next is service value of 34.56% and the third is social value of0.93%. Among all forestland values, stumpage growth value contributes the most to forestland ecological asset with water conservation next to it.Within the five years, Wuguishan have a debt of 30,451,300 RMB, which can be completely cover by the increased 91,579,500 BMB. Besides, the quality of forestland environment and function of forestland ecological system have improved greatly, which can to some extent owe to the policies and plans implemented by Wuguishan government.
