The Research Of Local Government Competition Mechanism In The Process Of Urbanization

In the horizontal and vertical configuration of the power structure of China, the core actors of local government dominate the interests of perspective and policy choice of the local government. Decentralization reform is the core way for China’s institutional change to follow over the past thirty years, the double progressive institutional change, which takes the fiscal decentralization and political centralization as the core, realize the unity of the core actors of local government ’ local interests and individual interests, inspire awakening interest of the core actors of local government; in the meanwhile, imperfect electoral system restrict "soft constraints" force of social citizen, and make Chinese local government competition like performance-oriented and top-down yardstick competition, which leads to competitive generalization and alienation. While in the course of urbanization, ossification of the incentive mechanism and weakening of constraint mechanism of the core actors of local government will lead to chaos in the public finance of local government, perform particularly well in two aspects, which are the distortion of investment structure and the disorder of local debt.To guide Chinese local government competition effectively, we not only need to establish the mechanism of power distribution and the mechanism of administrative accountability system for the core actors of local government, clear the action system space and define its behavior of the system boundary, but also need to explore new forms of democracy, put social citizen into the policy agenda of the government, build up the organic interaction mechanism of top-down promotion incentives and bottom-up deliberative democracy, maintain the enthusiasm of local officials and truly realize the "people-oriented". In addition, for outstanding performance in the process of urbanization in the public financial chaos, we need to construct the comprehensive evaluation system of officials’ promotion, introduce the local debt assessment mechanism, and restrict effectively the interests of perspective and the value orientation of core actors of local government with hard constraints of promotion tournament.The paper is organized as follows: in the first chapter, we make a introductory discussion according to the research problem, review the related research and comment, and show the design and the system architecture of this paper, in the second chapter, based on the analysis of the macro view, analyze the generation and evolution of the local government competition from the angle of migration system, and discuss the new features and new trends of the local government competition in the process of urbanization; the third chapter is the core content of this paper, firstly we analyze the practice logic of core actors of local government from the two aspects of action space and benefit perspective, secondly based on principal-agent theory, deconstruct the incentive and restraint mechanisms that local core actors are facing in the chain of dual political agent, this explores the mechanism and consequences of the local government competition alienation in the process of urbanization(public financial chaos); finally, this study puts forward some countermeasures and suggestions on exploring.
