| Since the reform and opening up,with the rapid development of China’s industrialization and modernization,especially family planning policy launched in the country rapidly,ageing of population accelerated.China become a “little children of the aging society”.According to the National Bureau of Statistics data show that China’s population over 60 years approach 178 million,and the population over 65 years is close to 119 million,increased by 2.95%、1.91% in ten years,China’s aging problem is getting worse.In 2010,the population aged 60 and above accounted for 13.31% in China,while the proportion of the rural population up to 14.98%, exceeding the national average about two percentage points,the problem of supporting old people is particularly prominent in rural areas. Since 1880 s,the family planning policy began,the first generation of rural child parents begin to old,in addition the rapid development of urbanization,the rural labor enter into the city,the countryside “empty nest” is gradually increasing.The problem of supporting old people in birth control family is very severe.Although the new agricultural insurance policy solve some problems of rural endowment of birth control family, its protection is limited.In the areas of pension,the pension replacement rate is concept of measuring the pension levels,while replacement rate can be modest,in contrast it can not be modest. “Degree”is a indicator in measuring the extent of a thing,a moderate level of pension replacement rate not only have lower standards,but also have the upper limit,if it exceeds the upper limit, it is easy to waste the pension resources, while because of characteristics of rigid growth of pension,pension replacement rate can not be too high.It is also not too low,because if the pension replacement rate is too low,old-age pension will be small,and can not meet people’s basic needs, which will affect social stability, hinder development of society. This paper studies the pension replacement rate in rural birth control families, mainly analyzed from the following sections:The first part is introduction, introduces the background of the article、significance of the topic to rural old-age insurance in birth control family,and analyzes, summarizes the researcher no matter in our country or foreign country, points out the advantages and disadvantages in those studies,while briefly describes the ideas of this paper and analyzes the innovation and shortcomings.The second part is the first chapter of this paper,to defines the concept of family planning in rural areas, pension insurance, pension replacement rate, reward and assistance system for family,and describes the basic theory of this article for reference.The third part is the second chapter,it is to use social investigation manner,go to some the rural areas in Liaoning Province,investigate the rural life of part of birth control families in rural,and then analyze the status and problems of birth control family in rural basic with the survey data.The fourth part is the third chapter, mainly use the method of actuarial studies,to establish the model of rural endowment insurance replacement rate and, while calculate the moderate level of the rural pension replacement rate,analysis the effect of family planning in rural old-age security by comparison.The fifth part is the fourth chapter,it is the conclusion of this paper, and give some policy recommendations to improve the level of rural birth control Family’s insurance in Liaoning Province. |
