Pingyuan country of Dezhou city is taken as the research areas in this study. The researches are as follows, irrigation from Yellow river and shallow well irrigation is made as the main irrigation model of the study area by the analysis of regional hydrology and water resources; water supply engineering cost depreciation and management fee of the compensation incentive mechanism of ladder type water price model can be made by the study on the structure and implementation of the engineering water saving mode, measures of management water-saving mode; The influence factors of agricultural water price is analyzed; the full cost method is used, Based on the analysis of price of water sub module and water price sub module, the establishment of compensation incentive mechanism of the ladder type water price model is explored; the empirical calculation of the compensation incentive mechanism of the ladder type water price model is made to analysis the applicability of compensation incentive mechanism of ladder type water price model and water saving benefits of economic and social. the researches what I have done are as follows:1、Analysis of the hydrogeological characteristics of the study area:The study area belongs to the alluvial plain of the Yellow River;Annual average evaporation is about 900 mm, the average annual precipitation is 574.1 mm. The study area’s irrigation modes are Yellow river irrigation,shallow well irrigation, Yellow river- shallow well irrigation.2、The modern agricultural water saving mode of the research area: The engineering model of water saving irrigation: "a pump 、a network 、a card 、two table 、a belt and the border", and the low pressure pipeline is used to deliver water; Management mode is "center + association + water user". The Costs of water service center and user association personnel is paid by the local administration; Xi-yantai and Fu-zhuang had been selected as the water saving pilot. The pilot found that increasing the price can achieve water-saving. But the pilot did not consider the farmers irrigation water price affordability. The different water saving effect and the best water saving model were not analyzed. So the further research is needed.3、The compensation incentive mechanism of ladder type water price model: natural factors, social factors, economic factors and engineering factors which influent the agricultural water price were analyzed, on the basis of the analysis of basic water price sub module and the water price raising sub module, compensation incentive mechanism of the ladder type water price model is explored: Yellow river irrigation,shallow well irrigation, Yellow river- shallow well irrigation price model. 1λ, 2λ,1θ and 2θ will be paied attention to when the model is used.4、The empirical calculation of the compensation incentive mechanism of the ladder type water price model: selecte projects of high standard farmland area in Zhanghua country as the typical area: when 1λ =0.4 the irrigation water price of the yellow river is in line with the capacity of water price. When 2λ =0.8 the irrigation water price of the shallow well is in line with the capacity of water price. When 1λ =0.4、2λ =0.8, the price of the mixed irrigation in line with the capacity of water price. Analysis the benefits: 140 m3 will be saved per year per mu, The project area can save water 2.66×106 m3. The analysis shows that the compensation incentive mechanism of the ladder type water price model has a good applicability, Good water-saving effects will be produced.
