Since the founding of New China, especially the establishment of reform and opening up policy, China has made great achievements in economy, social development, and many other different fields, for example, we have basically established a relatively complete industrial system, and have made significant achievements in industrialization. However, in turn, these achievements also bring us a severe test from all sides. With the expansion of population, and continuous development of industrialization, problems related to resources and environment have become a prominent issue of the raditional industrial development model in China. But, in the history of the world, leading industrialized countries rarely encountered such strong constraints of resources and environment as China is facing in the process of industrialization. This means that in order to improve the quality and efficiency of economic growth in China, we can not replicate the industrial development model from developed countries, but rather to explore a new model of sustainable industrial development with the constraints of resources and environment.Based on the review and evaluation of related literature, the present study starts to analyse the relationship between resources and environment and industrial development from a theoretical point of view. Then the author establishes an industrial development model under the constraint of resources and environment, accompanied by an explanation of the theoretical significance of the model. After analysing exploring road of industrialization since the founding of our country, the author uses different indicators to evaluate the status of China’s industrialization at present, and points out the advantage that our country exhibits in the process of industrialization, and then proposes resources and environmental problems that China’s industrialization is facing at the present stage.Then the author evaluates the current state of resources and ecological environment, and provides a detailed analysis of the constraints that those factors expose on China’s industrialization development.This paper argues that, for China in the period of transition, in order to get rid of the resource and environmental constraints, and continue to deepen its featured new industrialization, the key is the institutional factors. In order to transform the mode of industrialization, a new institutional environment must be established, and that is called institutional innovation. And the basic principle that the institutional innovation should follow is in line with economic laws and ecological laws. Under the guide of this basic principle, China needs to promote institutional innovation from three aspects at the same time, that is, formal institutions, informal institutions and implementation mechanisms. In the end, it aims at achieving a comprehensive technical innovation, and getting rid of the current constraints of resource and environment radically.
