The Research On Optimization Of The Budget Management In RZ Electricity Utility Based On State Grid Corporate Budget Management System

In recent years, SASAC has been advocating to further deepen promoting the comprehensive budget management in central enterprises. With this background, the State Grid Corporate increasingly and deeply implements the system of "three concentrations and five bigs", which are respectively human resource, finance, the intensification of materials and goods; big plans, big construction, big operation, big inspection and amending and big marketing networks. Therefore, the ecological environment changes a lot and the budgeting way turns to project management from index management gradually.In State Grid Corporate’s systems, as the bottom units of budget managing, the local electricity utilities, not only need to make the budget which will be reported to the upper level, but also decides the operation guidelines based on the budget approved by the headquarter. The aim is to maximize the good influence of the budget:strong control of the whole process and unification of business development strategies, resources distribution, result and efficiency evaluation index. This article selects RZ electricity utility as the sample. It will point out the specific problems existing in the budget project by analyzing current situation of budget management in RZ electricity utility. It’s based on a deep thought on the budget system of State Grid Corporate. Meanwhile, this article will provide solutions and operation suggestions to optimize the budget system in RZ electricity utility and promote the necessity of budget management optimization by concluding the implementation.The research is composed of five parts. The first part mainly focuses on the research background and significance, the literature review, research methods, as well as the thesis structure.The second part, the essential part of this article, generally introduces the budget management of State Grid Corporate of China, which includes the budget system, budget process, and budget control and so on. Since State Grid Corporate’s budget management chain is long, and the operation systems of local electricity utilities in different places are different, the State Grid Corporate can’t work out one budget solution, which could be applied into every local electricity utility, in spite that State Grid Corporate pushes the comprehensive budget management. In order to avoid that local electricity utility encounters with problems when budget managing, e.g.to implement the budget negatively, and to explore the budget routes, local electricity utilities should make good use of the comprehensive budget management. The author thinks that it’s very necessary to work out the optimization solutions to budget management.The third part introduces the current situation of the budget management, pointing out and analyzing the existing problems, which bring some difficulties to the budget management of RZ electricity utility. They are also the ones this research will solve.The fourth part is the main one. In order to solve the problems the last chapter points out, this part gives solutions and anticipates results. This part introduces the new thought that RZ electricity utility is active to strengthen the comprehensive value chain and the comprehensive business chain, so as to promote the corporation between business department and finance department, finally getting into the budget model of "four dimensions in one circle" which has a great significance to form the comprehensive budget management. At the same time, according to the characteristics and key points of every project, RZ electricity utility establishes "machine accounts’’for every project, which all operates on the same platform. The comprehensive budget management satisfies the finance department’s diversified needs, obtaining strong aspiration to budget management by elaborating it.The fifth part concludes the solutions and ways in which RZ electricity utility’s comprehensive budget management makes a great progress. On the basis of the previous solutions, this part argues the development guidelines or solutions of RZ electricity utility in the future, for a comprehensive advance of speed, quality and profit, which are all inspired by the complete budget management.
