The Construction And Optimization Of "Assistant" In The Inspection And Quarantine System

With the development of China’s economy, our import and export trade volumeincreased year by year. As the entry-exit inspection and quarantine authority of nationalimport and export commodity inspection, animal and plant quarantine and frontierhealth quarantine, the workload increased. In order to solve the heavier work ofinspection and quarantine and the deficiency of the lack of existed human resources, theassistant system to inspect and quarantine came into being.Inspection and quarantine assistants, refer to those non-quarantine staffing whoassist law enforcement to do cargo inspection, sampling inspection, quarantineprocessing, data entry and some other auxiliary work. Under the new historicalcondition, the assistant system of inspection and quarantine is a whole-process aidpersonnel system established to effectively alleviate the shortage of manpower andadapt to the needs of entry-exit trading.This paper consists of six parts: The first part is an introduction to the background,significance, research methods, contents, innovations and difficulties; the second partrefers to the theoretical basis of the building of the assistant system of inspection andquarantine-government employ system. It explains the difference and relations betweengovernment employ system and civil service system together with the current situationat home and abroad; the third part is related to build a realistic basis of building anassistant system of inspection and quarantine. It reviewed several staff recruitmentsuccesses of customs, courts and public security systems, forming detailed research dataon the basis of full investigation and workload estimations and proposed the building ofthe assistant system of inspection and quarantine. It also conducts an analysis of socialand economic benefits; by the research of assistants, the key part of the article defines the administrative acts an assistant may engaged in and his job. Meanwhile, the systemwill develop a set of scientific management application system, optimizing theallocation of resources as a precondition. On the basis of full investigation, formate andimprove relevant job specification and job files. It will also conduct pilot operations ofsupporting systems and conduct a comprehensive assessment to find deficiencies in thepilot operation, seeking to optimize the methods, and striving to the implement of theinspection and quarantine system. In this paper, modern human resource management,governance, organizational behavior, statistics and other related disciplines ofknowledge, together with a comprehensive study of literature, comparative analysis,empirical analysis and other methods were applied while the pilot side run. The assistantsystem in the application of inspection and quarantine will optimize the allocation ofhuman resources, really meet the requirements of inspection and quarantine businessdevelopment.
