| In recent years, following the pace of reform and development in the industry,cigarette companies are actively exploring the construction of modern cigarettemanufacturing plants. Cigarette enterprises are more and more realizing that, exceptthe differences of system, mechanism, and environment, the gap between China’stobacco enterprises and international advanced enterprises is not on the hardware levelsuch as facilities, but on the refinement of management level. In order to eliminate thegap, China’s tobacco enterprises should establish delicate management theory, refineand quantize management requirements through advanced scientific methods, andpromote the management to transfer from quantity to quality, from fuzziness tocorrectness, and from roughness to elaboration.The idea of this study is based on the theory of management and follow the trendof digital control to design a digital operating control system for Changsha CigaretteFactory. This system will fit the function orientation and future development goals ofrestructured Changsha Cigarette Factory,as well as the requirement of establishing afirst-rate and modern cigarette factory, which is promoted by China Tobacco HunanIndustrial Co., LTD. In order to enhance the level of lean management,ChangshaCigarette Factory proposed to build "digital enterprise operating control system",aiming at comprehensively integrating and refining all parameters of the internalmanagement and operating activities, building digital control system of hierarchicalclassification based on the process, establishing system function such as measurement,monitor, analysis, evaluation and improvement based on modern informationtechnology means, forming a complete set of analysis model and control mechanism,diagnosing and dynamically monitoring the condition of management and operation ofthe enterprise in different periods, accurately grasping the key factors that affectenterprise development, systematically improving the efficiency and effect ofenterprise operation, and promoting the continuous progress of enterprise managementcomprehensively, evenly, and coordinately.Changsha Cigarette Factory can gradually have digital, elaborate, standardizedmanagement characteristics through building its enterprise digital operation controlsystem. This practice will provide powerful support for enterprise to steadily pushforward management level and narrow the gap with the international advanced level. The conclusion of this article not only provide guidance for Changsha CigaretteFactory to modify the current management system, but also provide a reference forother tobacco enterprises to build their own operating control system to gaincompetitive competency in the future. |
