Typical Case Analysis Of Motor Vehicle Insurance Fraud And Anti-fraud Strategy

With the rapid development of economy and the improvement of people’s income level,the demand for motor vehicle and insurance is increasing. Motor vehicle insurance businessaccounts for more than70%in property insurance company, and becomes the largest businessin property insurance. Car insurance plays an important role in the maintenance of road trafficsafety and the social economic construction, etc. However, the illegal and criminal activitiesin the field of car insurance are frequent, presenting gangs, specialization and professioncharacteristic, etc. According to statistics, car insurance fraud leading to the proportion ofexpenditure increasing is becoming a serious threat to the stable and healthy development ofcar insurance business. Therefore, two files have issued by the circ, which are “Job guidanceon strengthening against insurance fraud” in2012and “The circ on further dealing with agood job of the car insurance fraud” in2013respectively, trying to show that the circ ispushing against insurance fraud especially car insurance fraud work towardsinstitutionalization, standardization, and the urgency of anti-fraud car insurance.In this paper, on the basis of a large number of car insurance fraud cases, the carinsurance fraud is divided into two categories: chance type car insurance fraud andprofessional car insurance fraud. On the analysis of the typical cases, this paper pays attentionto the analysis of the means of all kinds of car insurance fraud and causes and summarizes therule of car insurance fraud, just finding problems from practice. On the basis of this, thisarticle absorbs the successful experience of anti-fraud both at home and abroad, and putsforward corresponding countermeasures and suggestions, which will provide the referencefor the insurance companies and the insurance regulators to promote the car insurance fraudwork, exploring countermeasures from practice and applying it to practice, to achieveeffective standard car insurance market order, protect the legal rights and interests ofconsumers, crack down on the crime of insurance fraud, maintain social stability and build aharmonious society.The outstanding characteristic of this paper is focusing on practice, striving to make the research question realize “from practice to practice”. The author makes use of the internshipopportunities in “China insurance quote” and Ping an to collect a large amount of carinsurance fraud cases, analyze the main means and causes of fraud. Therefore, this papercombines with the actual practice of anti-insurance fraud, putting forward concretecountermeasures.
