Under the background of viewing economic reform as forerunner, China Public Institutions’reform lingered about on the old road of planning economy and lagged behind. Because of vested interests’ obstructing, a deeply rooted official position thought, overstaffing in organizations, low administrative efficiency, serious waste of resources, China Public Institutions’ reform achieved little results over and over. Therefore it has a great theoretical and practical significance to use transaction cost theory to analyze the course of China Public Institutions’ reform.Beginning with economic transaction cost theory, this paper illustrated the political transaction cost theory, combining with the practice of Public Institutions’ reform. Based on this research, this paper took Educational Equipment Department in H Province as an example, comprehensively and deeply analyze the composition and characteristics and affecting factors of its transaction cost and proposed macro-regulation and micro-governance to cope with the problems of transaction cost.This paper was divided into four chapters.Chapter1introduced the background, the literatures, the ideas, the methods, the significance of China Public Institutions’ reform.Chapter2discussed the analysis tool of Public Institutions’ reform. Firstly, this paper introduced the political transaction cost theory, mainly including contracts relations, principal-agent relations and political institutions and so on.Chapter3specifically analyzed the composition of transaction cost which composited decision-making cost, execution cost, information cost and inefficiency cost by a case from Educational Equipment Department in H Province, then pointed out affecting factors such as cognitive rationality, opportunism, assets specificity, information, institution, interest groups.Chapter4puts forward a series of strategies to cope with the problems of high transaction cost in China Public Institutions’ reform from the institutions construction.
