| Based on the concept and theory of migrant workers and the cost of citizenization, analyze the basic status of China’s migrant workers in the cities through the employment and survival situation. Then describe a series of barriers to restrict citizenization. After summarizing, we find non-institutional factors are also important, so we focus on the cost factor and take it as the breakthrough point of our studies on citizenization. Through a combination of theoretical analysis and empirical build advance some suggestions to share the cost of citizenization. Specific content and conclusions are as follows.Firstly, the concept and theories of the cost of migrant workers. After defining the concept of migrant workers and the cost of citizenization, we have a better understanding of it. In the theory study, use the theories of the transfer of rural surplus labor, cost of population urbanization, cost of citizenization and cost-benefit, laid the theoretical basis of this study.Secondly, the status and barriers of citizenization. The results showed that the employment of migrant workers in the city are mainly concentrated in manufacturing and construction, their compensations are low compared with urban residents, less than half of the workers signed contract with employers and their awareness of right protection are low. The survival situation of migrant workers in the city showed that most of them have no ability to buy houses in the city and the proportion of migrant workers take part in social security is low. Moreover the main factors hinder migrant workers to public consist of institution factors such as household registration system, land system, social security system, children’s education system and non-institution factors such as economic factors, discrimination factors, idea factors.Thirdly, the analysis of the cost of citizenization. In this paper, by analyzing the cost of citizenization, including personnel costs and public costs. The personnel costs are consist of urban living cost, housing cost, and the cost of giving up rural farmland called opportunity cost. The public costs are consist of urban infrastructure cost, social security cost and children’s education cost. Then combine the data of Jinagxi Province to calculate the cost of citizenization is about12million per person, of wich the largest proportion of the cost are housing cost and social security cost. Finally, the sharing mode of citizenization cost. Build the cost sharing system cosist of government, enterprise and migrant workers. The government take the responsibility of sharing citizenization cost through policy support and financial investment. The enterprise take the sharing responsibility by equity maintenance, corporate training and assisting the public to improve the environment. The migrant workers can take efforts to improve the income level and change their ideas to accelerate the development, then improve the ability of people to share the cost. |
