Strategic emerging industry has become key measure to realize China’s nationalinnovation-driven and economic development mode change.As the supporter of hightechnology, small and mid-sized enterprises’ entrepreneurial success affects the entireindustry development directly, and affects the entire regional development indirectly.Incubator as the organization to cultivate the small and mid-sized enterprises, it playsa very important role in their development. The existing articles about incubator focuson the service evaluation and incubated enterprise performance growth. There’s nounified conclusion about the incubator’s influence of incubated enterprise innovationactivates. On the other side, there’re articles about considering of inter-organizationalrelationship. The relationship between organizations has impact on knowledge sharingactivities and then affects technology innovation activities in the future. Therelationship between incubator management team and incubated enterprise may beone of the factors which affect incubated enterprise growth. But there’s few researchabout this relationship, and there no any value for practice.In this paper, the writer first have reviewed the development present situation ofincubator and inter-organization, presented related research achievements, and refinedexperience and shortage of the research.Secondly, the analysis starts from incubator and incubator enterpriseco-production theory to inter-organization theory. The relationship between incubator management team and incubated enterprise is divided to three dimensions: trust,information exchange and mutual commitment. Then the study puts forward thetheory model. After that, the typical sample for empirical analysis is selected to putforward the corresponding practical basis.Finally, the study makes tow points of conclusion through the theoretical analysisand empirical analysis. The first one is, three dimensions of relationship betweenincubator management team and incubated enterprise have high correlation.Especially for mutual trust, it has high correlation with information exchange andmutual commitment. Mutual trust is the basic of all relationships. The second point is,the relationship between incubator management team and incubated enterprise ispositively to the innovation performance. In order to make significant promotingeffects, the incubator management team and incubated enterprise should strengthinput into their relationship and construct it commonly.
