Research On Policy To Shishi New Overseas Chinese Return To Their Hometown Participating In The Second Pioneering

In recent years, the strength and influence of new overseas Chinese is growing. Compared with the old overseas Chinese, the new overseas Chinese has lots of new features, which makes their hometown governments should carry out the new policy toward them. As the famous southern Fujian hometown of overseas Chinese, Shishi is promoting the second pioneering of private enterprise now. The Shishi government is carrying out lots new policy to guide new overseas Chinese to participate in the second pioneering, which have brought lots of representative experience and problems. Through the research on the ways of Shishi new overseas Chinese return their hometown participating in the second pioneering, we could reference the ways of fostering the new the new overseas Chinese resources and using the resources to give impetus to industrial transformation and upgrading, to promote the economic sustainable development.The research first reviews the history of Shishi development and overseas Chinese investment. The according to the Shishi new overseas Chinese new features and combining with the current situation of the Shishi second pioneering, economic and overseas Chinese policies, the author holds that the new overseas Chinese can play an important role in the second pioneering. Then, taking foreign investment theory to analysis the ways of the Shishi new overseas Chinese participate in the second pioneering, proposing that professional talent returning, providing overseas economic network, participating in local talent training and the second pioneering practice are effective ways, pointing out that the unfavourable investment environment, the lag behind overseas Chinese affairs work, the few contact, the inadequate associations construction, the few talent introduction are important problems. Finally the author gives advices such as optimizing investment structure, strengthening surveys, developing new resources, promoting culture and enhancing, seting up new system, developing the communities, guiding more ways to participate in the second pioneering.
