Optimization Of Tax Service In Harbin

As an important part of tax collection and management, tax services has become the development trend of the world of modern tax administration. Increasingly complex tax relations and rapid economic development request the higher level of Harbin tax service. Study on Optimization of promoting Harbin tax service level, is good to deepen the tax service concept, perfect city tax service evaluation system and improve the platform construction.In the research of the tax service status in Harbin City, the paper defines the tax service concept, including the nature, principles and main content, bases on the theory of public finance, the new public management theory and the tax compliance theory theoretically, takes advantage of the empirical analysis research methods such as literature, investigation and comparison method in analysizing the current situation of Harbin city tax service platform construction and system. The paper points out that the Harbin tax service work exists several problems, like unsuitable tax personnel on the tax service, inadequate relevant laws, low service informatization level, the low socialization degree of tax service, the lack of evaluation mechanism, the low tax service level in trading with Russian, not enough attention on tax data. By using the "SWOT" analysis method, establishing the tax evaluation system, and analysising of survey data, the paper sums up the Harbin tax service environmental challenges and opportunities, the main direction of reducing tax cost and the main point of improving service level of tax office work.By learning historical development achievements of USA, Canada, Australia, and Singapore, combined with the advanced experience of domestic Beijing, Ji’nan, Shenyang, and Guangdong, Harbin can impove the tax service work in the aera of tax service system, information, socialization, information publication, investigation system, and propogate diversification. The paper put forward to deepen the tax service concept, optimize tax service, perfect service standard supervision, strengthen tax propaganda guidance, and play city environmental advantages, to improve the level of tax service in Harbin.
