| Originated in1860s in Britain, Property management has a history of over150years in developed western countries. Since the establishment of China’s first property service enterprise in1980s in Shenzhen, the property management industry in China has developed from nothing and chaos to sizable and gradual standardized. As an emerging service industry, property management has become an indispensible part for urban management and community construction. However, given that China is now in the stage of deepening reform form a planned economy to market economy, the rights, responsibilities and obligations of government, enterprises and property owners are not clearly stated, there are still many problems in the property management of residential quarters. Whether these problems could be solved is closely related to the sound development of property management industry and the harmony as well as the stability of the society. Hence, this paper takes the perspective of government, enterprise and property owner, analyses the status quo and problems existing in property management in residential quarters by study the relationships between government and property management enterprise, and among the government, the property owner and the property owners committee. The problems include government’s incapability of handling hot and difficult issues in residential quarters’management, the overall underdeveloped level of the residential property management industry and ineffectiveness of the autonomous management of property owners. The causes of three phases lead to these problems, namely, the legal system in residential property management in China is inadequate, the administration authorities on residential property management needs to be streamlined, and industry management and the supervision and management from the government is in great lack. Responding to these problems, by analyzing advanced international and domestic residential property management modes, this paper generalizes useful experiences. Taking the status quo of the residential property management in Kunming into consideration, this paper proposes the following suggestions:the government should integrate the legislation building on property management, optimize the qualification of property management service providing enterprises, provide legal protection to the preliminary stage of property management, perfect the bidding system of property management, improve the regulation on property management pricing, facilitating the channels to settle property management disputes, integrate supervision system, accelerate occupation qualification system in property service industry, provide the general public the guidance to establish an right property management service consumption outlook, reinforce the guiding and serving to property owners committee so as to achieve the final goal of constructing a harmonious community through the joint efforts from government, property service enterprise and property owners. |
