China telecom operators data industry starts from scratch, going through countless opportunities and challenges. And the Telecom Operators Data industry as a whole business ecosystem, Telecom Operators Data ecosystem is an evolving ecosystem, experienced start, growth, leadership, and self-renewal period. Vast data users brought vitality to the development of the system, at the same time after entering the mobile Internet era, the status of the traditional telecom operators are also increasingly marginalized, need to update myself.As a French sociologist, Bruno Latour discovered "Actor network theory"(ANT), and then the theory is refined by Kalong and Lao. The structures of the network or system not only focus on the core issues, but also pay attention to relationship among compositions. This feature makes the actor network theory more clearly describe the interaction between various actors, during the process of cognitive science. The actors here covers "non-human" actors, attaches great importance to the heterogeneous factors of network building. Each actor promotes the progress and development of the network through mutual effect.This paper using ANT to analyze China Telecom Operators Data ecosystem evolution, analyzing the reason that "value chain, value network, co-evolution " cannot be fully applied to the study, discussing the applicability of the theoiy through comparative and the application of the ANT, and thus drawn out the following conclusions:1) Highlight the importance of non-human factors. Using "general symmetry principle" to check the process of network, fully mobilize the enthusiasm of "non-human" in the network and to promote the development of network. 2) The importance of the Telecom Operators Data ecosystem species co-evolution. The various species in the system are closely connected, only co-existence and mutual coordination between species, the system can evolution smoothly.3) The Telecom Operators Data ecosystem evolving logically. Telecom Operators Data ecosystem start from nothing, from simple to complex, following emergence, growth, leadership and self-renewing stage gradually evolved.4) The necessity of cooperation between Telecom Operators Data and internet ecosystem. Telecom Operators Data ecological system games with Internet ecosystem, and at the same time should pay attention to the cooperation.
