Research On The New-style Urbanization Of Shanxi Coal Resource-based Region From The Urban-rural Integration

Urbanization is an inevitable result when social economy develops to acertain degree and also an inevitable requirement of socialist modernization.Over the past three decades, the level of China’s urbanization has been rapidlyraised, but the traditional “segmented” urbanization has resulted in increasinglyprominent problems which call for an urgent change. The18th CPC NationalCongress proposed to adhere to the path of new-style urbanization with Chinesecharacteristics, lay more emphasis on people-oriented, all-round, harmoniousand sustainable development, shift the focus of urban development fromquantity and scale to quality, and pay more attention to the coordinateddevelopment between urban and rural areas so as to realize urban-ruralintegration step by step.The resource exploitation in coal resource-based regions has promoted thegrowth of local economy and the evolution of industrial structure, andmeanwhile facilitated the course of urbanization. However, the excessivedependence on the exploitation of mineral resources has caused a series ofproblems in coal resource-based regions such as heavy burden on enterprises, backward infrastructure, over-exploitation of coal resources, large number oflaid-off workers, outstanding social problems, destruction of ecologicalenvironment, and so on. Such problems have seriously hindered the new-styleurbanization in coal resource-based regions.In combination with the Marxian theories of urban-rural integration,overall urban-rural development and population movement, this paper selectsthe new-style urbanization in Shuozhou, Datong, Linfen and Lvliang, fourtypical coal resource-based regions in Shanxi Province for research and analysis,so as to find out the existing problems, analyze the main factors restricting thenew-style urbanization in such regions, and put forward strategies for thenew-style urbanization in Shanxi’s coal resource-based regions under thebackground of overall urban-rural development. By probing into thedevelopment ideas of new-style urbanization in such regions, this paper hopesto provide certain reference for the new-style urbanization in coalresource-based regions throughout China.
