The Study Of The Performance Evaluation Of Housing Fund Of Taiyuan

With the rapid development of Chinese housing market during the21stcentury,urban residents’ housing level has been effectively improved. It has achieved the aimthat one house per household at present. But at the same time, two levels ofdifferentiation between the rich and the poor in China has gradually increased with theadvancement of market economy accompanied by high house prices. And it also resultin the relative excess of commodity house and the housing problems of low-incomeclasses. Housing pressure of Chinese urban residents has been increasing.As a housing security policy in China, housing fund had played a positive role indealing with the housing problems of the majority urban residents. It had worked as theon-the-job workers’ accumulating housing savings and solved the housing problems intown.But we have also to admitted that the development of the housing fund system inChina at present is relatively lag behind. There are various problems in the operation ofthe system, such as the narrowing coverage、unfair use,、low utilization rate and thefunds risk of housing fund. The emergence of these problems has aroused wide attentionfrom all walks of life, causing the discussion of housing fund performance evaluationbetween scholars.The thesis takes city Taiyuan as the research object to study the housing fundperformance. Based on the investigation of the operation data of housing fund inTaiyuan, this paper chooses11indicators covering four aspects of the housing fund,including the use, the operation, the risk and the incremental benefit in order toconstruct housing fund performance evaluation system. This thesis applied the factoranalysis method and comparatively analyze the housing fund performance in Taiyuanand the other12cities representing different development levels in our country. It alsosummarizes the problems existing in the construction and operation aspects of thehousing fund system in Taiyuan. by analyzing the overall development and operationcondition. Finally, suggestions have been made on the improvement and development ofhousing fund system reform in Taiyuan based on the results of the performanceevaluation. Intensified efforts should be made on the improvement of housing fundutilization efficiency and the capital safety in Taiyuan to ensure the fund operation aswell as to provide reference for the development of the housing fund system inTaiyuan.
