At present, more and more countries in the world are active to conclude regional trade agreements with other countries, which is an important driving force to promote the economic globalization as well as the world’s trade development characteristic, and many countries participate in multiple regional trade arrangement(RTA). GATS with multilateral characteristics, agreed in1995, is a response to the global rapid development of service trade, and which is a sign that multilateral trade negotiations have involved in the service trade field. It is also an important result of the Uruguay round negotiations. The fifth regulations of GATS, namely economic integration clause, made detailed provisions for regional trade agreements. As for informal agreement countries, They are allowed to provide commitment to open more favorable between regional trade agreements. More and more countries promote regional service trade liberalization actively by the clause under the environment of getting little development on multilateral negotiations in services trade and the rapid development of the service trade. The service industry of industrial structure of India developed rapidly and India is conforming to international trends. India is developing actively negotiations about service trade area agreement and promoting service trade liberalization.This article firstly analyzes that the theory of service trade liberalization, the current situation of service trade liberalization in India and Indian actively promote the motivation of the RTAs; Then frequency measurement is done on India’s commitment table of four service trade agreement signed and carried out by improved Hoekman frequency index. Then the static effect on the regional service trade agreement signed by India and Singapore which is studied through the gravity model, and the analysis of the effect on Indian regional service trade liberalization is done. At last, it sums up the experiences and characteristics of India regional service trade liberalization through the above analysis.This paper has three innovations:(1)The article provides a comprehensive an alysis of India’s RTAs at this stage, and then combs out and interprets the evol ution and development of Indian’s regional service trade policy, on this basis, I ndia’s characteristic of service trade agreement is analyzed emphatically;(2)It is t he first time to make statistics and analysis on the schedules of specific comm itments of India’s regional service trade agreement by the method of frequencymeasurement. The openness level of India’s service trade is measured by Hoe kmen frequency measurement method;(3)The data of its 11 service trade partn ers are analyzed through the gravity model, and effect on trade creation and tr ade diversion of India-Singapore regional services trade cooperation is explored,which make theory combined with practice.
