Study On Application Of Overall Budget Management In Agricultural Research Institutions Of Xinjiang

Overall budget management is now the generally accepted method and instrument in business circle which can help enterprises to achieve their goals. The successful application in business shows that it can be used in agricultural research institution as well, when the institutional specialty could be considered and incorporated during practical operation procedures. Agricultural research institutions focus on national scientific research. And they have crucial effects on agricultural economy development. With the change of financial management system, the management environment of agricultural research institutions changes dramatically. In order to increase the using efficiency of research funds and improve achieving of institutional strategic goals, it is a new challenge to introduce the method of overall budget management into agricultural research institutions.The paper explains the research background and objectives, and reviews a large amount of domestic and foreign relevant studies on this topic in the beginning. After that, taking Xinjiang Academy of Agricultural Sciences as an example, it analyzes the history of budget management and existing problems, while concluding the special characteristics of agricultural research institutions. By studying on construction the new pattern of budget management in agricultural research institutions, it outlines its system, framework and the implementing measures. All in all, it tries to make the overall budget management reaching the goal of making plan before, having control in the middle and supervision afterwards. So as to improve the budget management of agricultural scientific research institutions, to form the scientific overall budget management, and to promote the healthy development of agricultural research institutions.
