Xinjiang is the second biggest animal husbandry in China, and animal husbandry plays an important role in the national economic development in Xinjiang. In 2011, Xinjiang animal husbandry output value accounted for 21.22% of the total agricultural output value, the animal husbandry in Xinjiang is not only a pillar industry of Xinjiang rural economy but also the main channel of increasing employment and income of farmers. Over these years, mutton’s output in proportion to the total output value of animal husbandry is more than 60% in Xinjiang. Therefore, Xinjiang mutton industry not only plays a decisive role in animal husbandry, but also in agricultural industry.This paper is mainly based on the theory of cost accounting, income correlation total factor productivity, and applied basic knowledge of statistic and economy. By drawing on existing research results at home and abroad, and combining qualitative analysis and quantitative analysis, we make a research of the changing trend of cost benefit of sheep rearing in Xinjiang rural and pastoral area, and the affecting factors of cost and production efficiency, in order to provide reference for saving sheep breeding material resources, reducing cost, and improving the benefit.With the statistical index analysis method, this paper analyzes the deep-seated reasons of the agricultural and pastoral areas sheep breeding production cost and efficiency change of Xinjiang. So we conclude that first of all, the impact to the consumption in pastoral area’s expense item of raising a sheep is greater than the project price. The impact to the consumption of forage fodder cost, medical cost, salt and other direct expenses, depreciation of fixed assets cost is obvious. And the changing trend of labor cost is the same as the trend of consumption of each item cost. Secondly, the impact of the consumption of each cost item to production cost is greater than the impact of the price of each cost item. All kinds of cost price or labor wages continues to increase.Thirdly, about the benefit of sheep breeding in Xinjiang agricultural and pastoral area, the influence of every 50 kilos mutton’s price, material and service cost and labor cost for each lamb is greater than consumption cost of material and service. With the increase of material and service cost, the net profit’s increases significantly compared to mutton material and service consumption. The impact of changing labor quantity is greater than the labor price on profit degree. This paper analyzes reasons of the change of cost and benefit of mutton in agricultural and pastoral areas of Xinjiang, which provides the theory basis for the development of sheep industry in Xinjiang.
