The Evaluation And Classification Of The Competitiveness Of Modern Marine Industry In Coastal Provinces In China

The 21 st century is described as the “maritime century”. Maritine competition is intensifying in coastal states in order to compete for marine resource, take the control of marine space and get more marine economic interests.Coastal countries have accelerated the transformation and upgrading of the marine industries. Modern marine industry such as marine tourism, marine oil-gas industry, marine biological industry shows the huge growth potential. At present, our country has entered the end of the 12 th five-year plan that the key period to transformate the industrial strcture and adjust the economic structure. Coastal provinces now develop the modern marine industry, and build the system of modern marine industry. With the deep ocean development, modern marine industry plays a prominent role in promoting the optimization and upgrading of industrial structure. It can also accelerate the transformation of economic development mode. The development of modern marine industry is an important part of the construction of modern industry system. It provides a new opportunity to occupy the high ground of marine industry development. Modern marine industry has more and more contribution to the marine economy. The development of modern marine industry in our country has important significance to promote the depth of fusion of marine high-technology and marine industry, accelerate the transformation and upgrading of marine industries, and build a modern industrial system.It is conductive to cultivate a new growth point of marine economy and realize the strategic target of maritime power. It also can cope with multiple challenges from international economy, politics and military.This paper put forward the concept and connotation of modern marine industry, and considered that the competitiveness of modern marine industry should be evaluated by five aspects, such as overall size, industrial structure, technology support, development potential and industrial efficiency. Here, we constructed an evaluation index system for the competitiveness of modern marine industry in line with the principle of scientificity, hierarchy, maneuverability and goal orientation. This paper evaluated the competitiveness of modern marine industry from 2001 to 2011 by variable fuzzy recognition, and it used kernel density estimation to analyze the temporal dynamics. This paper then used the clustering method to divide the different types of coastal provinces. The research results of this paper provide a basis and reference for future marine economic strategy of 11 coastal provinces. And it’s of great theoretical and practical importance for building a maritime power.The main research results and conclusions of this paper are as follows:(1) From 2001 to 2011, China’s competitiveness of modern marine industry is rising steadily. According to the evaluation results of variable fuzzy recognition model and the claasification, 11 coastal provinces has been divided into three types: Guangdong, Shanghai, Shandong belong to the more competitive area of the modern marine industry; Zhejiang, Tianjin, Jiangsu, Fujian, Liaoning are in the medium competitive area of the modern marine industry; Hebei, Hainan, Guangxi belong to the less competitive area of the modern marine industry.(2)The more competitive area has advantages in terms of resource endowment, location, industrial base, that reflects the madern marine industry preferred the area with high-end elements agglomeration to cultivate and grow. Because there are obvious regional difference in the spatial distribution of the modern marine industry, coastal provices ought to make different development thought and countermeasures of modern marine industry based on its own factor conditions.(3)This paper used the model of variable fuzzy recognition to evaluate the 11 coastal provices’ s competitiveness of modern marine industry from 2001 to 2011. This paper reasonably determins the evaluation index of all levels of the standard interval relative membership degree and relative membership function, and gets the transformational model through the change of model’s parameters. It effectively solves the fuzzy boundaries and the statistical error on the evaluation results, and reasonably sets up the evaluatial grade of the competitiveness of modern marine industry. So it improves the credibility of the assessment of the competitiveness of modern marine industry.
