The new round of Information Technology Revolution provides an opportunity for the latecomer countries to realize technological catch-up with the developed countries. Faced with fierce competition in the market, innovation has become the main driving force for socio-economic development. High-tech companies as a major pillar of strength in the economic development, more and more attention in recent years has paid to them. Latecomer countries, as China for example, technological innovation ability is generally very weak, and the development of high-tech companies is also late. How to promote the upgrading of China’s economic strength through the development of high-tech enterprises? This paper attempts to have a look at the case of China’s leading manufacturing companies-Huawei to provide feasible suggestions for the development of other high-tech enterprises.The development of high-tech enterprises mainly relies on the development of enterprises’ technology capabilities. So, in order to investigate the success of high-tech enterprises, we mainly look into the development of high-tech enterprise technology innovation model and learn some useful experience.Firstly, under the in-depth analysis of the development and the background of high-tech enterprises around the world at the present stage, and by combining the study of many foreign scholars on technology innovation model, technological innovation model will be defined. This paper bases on three models of technological innovation, combine with the high-tech industry, identify the main external and inner factors working on the development of technological innovation model. And establish the framework for the research.Secondly, combining Huawei’s case, collect extensive data from the company’s reports and patent databases and other information, and work on the in-depth analysis of the evolution of the development process of technological innovation model of the high-tech enterprise in latecomer, establish three phases from 1987 to 1995 of imitation innovation; from 1995 to 2001, co-innovation stage; and since 2001 the innovation phase. And in order to explore the changing of each indicators in the selection of technology innovation model in a company, this paper makes different time table to show the deviation of each actor. After that, conclude the experience of Huawei’s success in changes in these factors and the problems they are facing with.Finally, according to results of Huawei enterprise from a small one to the one which played the main role in the international market, and on the basis of the conclusions, then provide some advice and help for other domestic small and medium sized high-tech enterprises in our country.
