| The 2015 report on the work of the government has made a special mention of the development direction of continuing the new type urbanization drive, which shows that urbanization has already become China’s national strategy. Since its reform and opening up, China has made great progress in urbanization. However, the derived "rural disease" and "urban disease" has become more and more notable. Thus our priority is to find a way to transform the eligible migrated population into urban residents, making the small sized cities and towns the political, economic and cultural centre in rural areas and the backbone of rural area economic development. Judging from the current situation, the developing small towns have been playing the role as a bridge which contributes to the element circulation and cultural interaction between rural areas and large and medium-sized cities. Its rapid development has served as a good example of managing the urban and rural development as a whole and realizing urban-rural integration. But for now, the backward planning in small town development, the low level city service and management, and the simplified process of land urbanization without the citizen urbanization are real problems and require urgent solution.This paper firstly clarifies the basic theory of China’s small city growing, comprehends and grasps its urbanization status quo and trend. With China’s urbanization drive, the development of small towns, with the largest capacity, trumped over all other levels of cities. The small cities have occupied the main stage regarding both the increase of the number and the change in the quality in China’s urbanization practice.This paper has raised the potential problems and solutions in the process of fostering Fotang town into a small city by summarizing and analyzing the overall small city fostering condition in Zhejiang province and the detailed implementation of Fotang town small city fostering. Over the past three years, Fotang town has finished its initiative period in its small city fostering and now it is entering into the butterfly change period of accelerated development and elevated quality. But there are three major contradictions which require our attention. First is the contradiction between slowing economic growth and the full-scale project construction; second is the contradiction between the low level industrial structure and the transformation and upgrading of the industrial economy; third is the contradiction between the development and protection of the ancient town and the accelerated urban construction and development.Over the next three years, by integrating the three major opportunities of the Yiwu international trade comprehensive reform pilot, Jin Yi metropolitan area construction and new type urbanization policy dividend, Yiwu Fotang town would tap its business potential inherited from Ming and Qing dynasties and focus on industrial upgrading, demonstrate its cultural features with a background of zen Buddhism and make efforts to build a cultural famous town, fully play its location advantages as the Jin Yi metropolitan area center node and strive to realize urban transformation and upgrading, endeavor to be the " Central Zhejiang Province Historic and Cultural Famous City".The case study has concluded that the only way to address the current gap between urban and rural areas and improve farmers’ living standard is by carrying out new type urbanization construction and creating personalized and characteristic small towns, which is in line with the condition of China’s eastern region, especially those relatively developed districts. |
