| As China’s power enterprises“three and five reform” deep, improving capital efficiency and business conditions becomes the primary objective.There is a number of drawbacks in the current grid enterprises about comprehensive budget management system which have been unable to meet the evolving needs of the power system.As a basic approach towards effective budget management,performance evaluation system uses corporate funds to improve grid efficiency, improves enterprise budget management, enhances overall efficiency that is an important role.But the performance evaluation system is a large systematic project involving a wide range of technical requirements,a large sphere of influence.There has big difficulties.How to build a power supply enterprises to adapt budget management performance evaluation system needs reform.This evaluation performance of operational procedures and systems aspects of how to design is the current overall budget management theory and practice problems to be solved.This paper breaks the traditional type of “budget for budget”.The results of the evaluation performance assessment dimensions to evaluate the effectiveness of the power supply enterprise comprehensive budget management, through questionnaires and field research to a comprehensive analysis of the current performance level of integrated supply enterprise comprehensive budget management.Firstly, based on the analysis of the current overall budget management performance evaluation of power supply enterprise, the analysis of the problems and the deep-seated causes of the problem, combined with the factors that affect overall performance level of the enterprise, the goal-oriented, the importance of the principle of comparability design improvements based on the traditional single performance evaluation system, and build a new more comprehensive performance evaluation system utilizing questionnaire and factor analysis, empirical analysis and research.
