With the deepening lack of resource, the increasing request for better living environments and a more competitive market, resource recycling company is overwhelming need to change the old organization operating pattern under this background. To design a scientific operation method and promote the exchange of echnology and information across industries,and join up node enterprises to form a effective and efficient operation supply chain, the recycling resources industry is proposed to achieve the goals of economical, social, and ecological benefits.Based on the related theories of recycling resources and the operation and coordination of supply chain, how to organize and design a coordination mechanism to solve existing operation problems is explored. On the foundation of a wide glance over related theory of recycling resources and supply chain management, start with the process of recycling, supply chain network structure of recycling resources is built and described, and the relationship between enterprise inside the supply chain and running process is analyzed. By summarizing the conflicts from the prospect of economical and ecological benefits, different goals between enterprise, the basic reason of the conflicts are found from the nature of recycling products and the competition and cooperation relationship between companies. And the main driven factors are summarized from the whole aspect, thus raising the main problem to solve below. A push-pull model is chose for recycling resources supply chain operation, by game analysis of decisions between recycling resources companies. A staged coordination mechanism of pricing of recycling resources supply chain under a push-pull operation mode is designed with the method of a alliance supply of recycling companies and a quality cost-sharing between primary and further processing companies respectively, taking iron and steel scrap recycling process for empirical study and substituting values in both push and pull coordination models for simulation.And, a information sharing system that divided different levels of access permissions against the key control points in every phrases is setting up to make best information flow.It shows that a supply driven price alliance of recycling companies and a linear quality cost-sharing between primary and further processing companies can coordinate conflicts between companies inside recycling resources supply chain efficiently. And can transform traditional recycling resources industry into a resource converters more adaptable to the development of the society, to promote more waste into resources and also highly participate in market competition to gain advantages,so that a strong driving force is provided for the development of cyclic economy.
