With the rapid development of cross-border e-commerce import trade (CEIT), which is driven by the robust domestic demand and government policy, the related regulatory authorities such as the Inspection and Quarantine, Custom Department are faced with great challenges. However, there is almost no supervision over such a new kind of trade, to say nothing of security supervision. Considering this particular situation, the research of Inspection and Quarantine on the Security Regulation of Cross-Border E-commerce Import Trade is urgent and of great significance.Taking into account of the contradiction between "To ensure security" and "To promote development ", this paper takes a non-traditional security perspective. This study develops within the following framework:First of all, this paper states how to identify the CEIT security threats and then sum up two fundamental categories, "ecological security" and "human health" under which there are 15 kinds of security threats. After the analysies of the types, characteristics and hazards of various threats, via the method of Risk Matrix and Borda Sequence, this paper rates the risk level of such kinds of threats and concludes that alien species invasion and product quality issues are high risk threats. Based on the identification and assessment of these threats, this paper studies the vulnerability of the current CEIT security regulatory system with the model of "security threat-vulnerability chain" where the threat source, vulnerability source and the related parts are interacted with each other. Finally, this paper describes the new policies which are carried out in Cross-border E-commerce Pilot Cities. Based on the "field security" theory, this paper argues that it is imperative to establish an integral security regulation system which should "expand toward the lower stream", "lengthen the work process internally", "serve as a transfer point", "increase external links" on one hand, and have "emergency response" and "anti-terrorism" function, on the other.
