Promoting the unity of city and countryside is a important strategy of CPC Central Committee and the State Council at this stage, which is to reform and modernization the economy. The process of it relates to the achievement of two “one hundred goals” and the whole rural development. Promote the unity of city and countryside is an important measure of get rid of urban-rural dual structure in china, and it is a necessary prerequisite for positive interaction between urban and rural economic, moreover, it is the approach to solve China’s " SanNong " issue and coordinate urban and rural development. This paper introduces the background and significance of the research of promoting the unity of city and countryside in Xiangxi. Secondly, in terms of the theory of urban and rural areas, we introduce the basic concepts and relating concepts, and describe the meaning of promoting the unity of city and countryside. Secondly, this paper summarizes the particularity of urban-rural relations in Xiangxi. This paper evaluates the urban and rural development by using Comprehensive Evaluation Method. Finally, this paper proposals some suggestions. Promoting the unity of city and countryside needs top-level design and look at the issue from an overall perspective, and also needs a unified plan and implementation, so we can ultimately eliminate the gap between urban and rural areas. Top-level design is to the overall situation, taking into consideration the various levels and the various elements of the project is necessary, In particular, it needs to be considered at all levels, and we should take into account the interests of all parties and interests of all parties. Through literature research, field surveys, and the using of AHP, the thesis builds the unity of urban and rural development indicator system, finding that the level of promoting the unity of city and countryside continues to improve, but the level of promoting the development of urban and rural is still slow, level of industrialization is still low, so the difficulties and problems will not be eliminated in a long period of time. The past five years,economic co-ordination is unstable affected by the laws of the market. The level of unity of public services in five years has made great progress because of the first policy document of every year. Education and housing condition still need enough attention. In the future, we need to develop the rural economy,to strengthen infrastructure,to accelerate the agricultural development,to increase the income of peasants,to eliminate institutional obstacles between rural and urban.
