| Originated From the United States, learning organization theory is one of the most popular research hotspot among the management community. In the 1990 s, learning organization theory was introduced into China. Chinese government and enterprises have initiated and carried out activities to build a learning organization, in order to enhance competitiveness and conform to changes. This paper takes HD Company as the research object. Based on theoretical studies about learning organization and application of diagnostic tools, this paper discusses HD Company’s current problems and complete its diagnose from the perspective of learning organization, in order to work out the solutions for build a learning organization.HD Company is an Internet service-oriented enterprise. It is living in the most competitive industry whose speed of the development of technology and services are most rapidly. Building a learning organization will be beneficial to the company of establishing systematic organizational thinking faculty, continuous learning and innovation abilities as well as flexible and efficient response mechanisms, so as to enhance HD Company’s competitiveness to win in the increasingly fierce market competition. It has a positive meaning for HD Company.At first, this paper introduces HD Company’s organization status. Secondly, based on the Fifth Disciplines theory of learning organization and the application of DLOQ learning organization diagnostic tools, it has formed the customized version of DLOQ questionnaire for HD Company. SPSS statistical analysis software has been used to conduct exploratory factor analysis and reliability analysis of the questionnaire, to extract the dimensions of the four diagnostic criteria and get the comparison results of the descriptive statistical analysis, mean value and significant differences among those factors. This paper initially innovates the HD Company’s diagnostic learning organization model. Through structural analysis of the learning organization, from the point of view of reinventing the guiding ideology, improving the mechanisms and processes and innovating theory, methods and tools, this paper has designed four steps in detail for HD Company’s building scheme of learning organization. The paper also points out that in order to protect and support the conduct of building learning organization quickly and effectively, HD company should establish a strong and effective learning management team, set up the learning center to follow up the whole constructing process, develop and utilize information technology tools to achieve efficient management communication and information sharing. The excellent learning enterprise culture also has a direct positive impact on the constructing work of learning organization.The paper provides a actionable constructing design on learning organization.
