Through the means of interview, literature review and case studies, combining the actual conditions of the bank, I have made an analysis and a plan on establishing a bills center utilizing the advanced experiences of domestic and foreign banks. I put forward a whole set of practical implementation plan and made an adequate elaboration on problems that should be paid attention to during the construction and management of this project.Through the research on the bills centers both home and abroad, the analysis on the development of international business of Bank GH, I am going to work out a plan which is suitable for Bank GH, including:the design of setting up a bills center of Bank GH, the definition of the responsibilities of the bills center, the establishment of the bills center, the working positions and the internal management of the bills center, the design of the computer system under the bills center of Bank GH, a work flow of the main businesses in the computer system, a phase-by-phase construction proposal based on the actual circumstances of the Bank GH. The paper also analyzed the following goals:utilizing the experiences of others, making full use of the self advantage to improve the automation degree to improve the risk-control capacity and management level and promote the bank competitiveness ultimately, the paper also emphasized how to manage the service quality well and improve customer satisfaction. The proposal has practical significance on solving the present problems and improving the international business of Bank GH.
