Research On The Cultivating Policy Of Guizhou Province Intellectual Property Superior Enterprises

In order to carry out tactic of prosperous and powerful province by industry and intellectual property rights, to cultivate a passel of enterprises or enterprise blocs with obvious advantage in intellectual property rights, independent innovation and market competition, to promote economic restructuring and transformation of growth patterns, to force economic development by leaps and bounds, according to the spirit of “Decision on strengthening technological innovation, accelerating technology progress, supporting economic society to develop better and faster by the Communist Party of China Guizhou Provincial and Peoples’ s Government of Guizhou Province”, Guizhou province intellectual property rights bureau organize to implement the cultivation engineering project for Guizhou province intellectual property superior enterprises. The purpose of this project is to cultivate 150 enterprises or enterprise blocs with obvious advantage in intellectual property rights, independent innovation and core competence, to cultivate and grand independent intellectual property products and industry, to promote the ability of intellectual property creation, application, protection and management for superior enterprises entirely.Based on the cultivating policy implementation of Guizhou province intellectual property superior enterprises, the features, obtained experience and results of Guizhou province intellectual property superior enterprises are discussed, the problems occurred in the policy implementation are analyzed, work experience of intellectual property at home and abroad is used for reference in this paper. According to the condition of China and the over-all situation of work promotion of enterprise intellectual property, the validity and compatibility of implementation cultivating policy of Guizhou province intellectual property superior enterprises are analyzed, a new countermeasure cultivating policy of Guizhou province intellectual property superior enterprises is proposed. This countermeasure has very important and deep practical significance for China’s intellectual property strategy and making China an innovative nation.The result of this paper is mainly put forward: strengthen monitor of executive agent, built evaluation of performance,,refine the goal, allocate human resource reasonably, build judicial environment, deal with different cases with different ways.
