Although China abounds in terms of water resources in total, water per capita ranks low in the world and water distribution is quite uneven. Problems in water consumption aggravate, which has become a key factor that is holding back the development of our economy and society. The aforesaid facts request that we manage water resources in a scientific manner, which in turn demands that we explore further on the subject of reforming our water management system. In Meishan, where the author lives, we manage water resources according to administration districts. At the municipal level, water supplies are channeled under many different bureaus, i.e., water resources’ distribution, consumption, supply, purification and the treatment of waste water are separately managed under bureaus of water supplies, city planning, environmental protection and others. Among other problems, water management lacks vitality and sustainability and features low efficiency and a disastrous cost-effect ratio. Therefore, only through reforming the water supplies management system can we effectively protect the sustainability of water resources and realize optimal management of water resources to ensure the healthy development of the city as a whole.This article, using theories in public good, public choice, and market failure etc., analyzes cases of Meishan municipal water supplies management reform from the perspective of public management. It concludes advanced experiences in both foreign and home water supplies management, points out general directions for reforming water supplies management, looks into Meishan’s such reform practice and analyzes its successful experiences, effects, short-comings and reasons behind. It proposes improving relevant policies and regulations governing water supplies management, facilitating the governmental administration of the said management, establishing diverse financing mechanisms in water supplies and carrying on the price reform of running water, and advises further reforming Meishan municipal water supplies management in terms of its feasibility.
