Shandong province on three sides, adjacent countries such as China and South Korea, Shandong is rich in talent pool, and Shandong province has superior geographical conditions and solid economic strength, so the service outsourcing industry in Shandong province has a broad development prospects. At present, the province is still lack of unified planning and layout, the development of service outsourcing is very uneven. Service outsourcing industry in the country under the background of great development, how to fully grasp the opportunity, enhance their own service outsourcing industry competitiveness, drive the province’s industrial upgrading, become one of the important subject of current research in Shandong province.The purpose of this paper is through the empirical analysis in-depth understanding the current situation of service outsourcing industry development in Shandong province, find out the important factors affecting the development of service outsourcing industry in Shandong province, and further discusses the countermeasures to promote the competitiveness of the service outsourcing industry in Shandong province, hope to be able to bring to the development of service outsourcing industry in Shandong province helps for reference data analysis. Method of this paper is to extract including Shandong. Beijing. Shanghai. Jiangsu. Liaoning. Guangdong. Zhejiang and other 18 important type service outsourcing demonstration provinces and cities, as the paper sample, service outsourcing research results at home and abroad for reference, service outsourcing industry competitiveness evaluation model is established, through the scientific method to collect various index data, using the analysis framework of porter’s "diamond model", and factor analysis about the present situation of service outsourcing industry competition in Shandong province from two aspects of qualitative and quantitative empirical analysis. Paper found that the main factors influencing the service outsourcing industry competitiveness in Shandong province is numerous, but can be classified as two factors:one is economic factor; Second, the resource factors. The empirical analysis results show that the service outsourcing industry competitiveness in Shandong province ranked the sixth in 18 provinces and cities, in the upper level, but there is still a big gap compared with developed provinces, still need to work on.At the end of the paper, we combine the factor analysis results targeted Suggestions, hoping to bring reference to the development of service outsourcing industry in Shandong province.
