Under the new economic norm, the urban development is turning the incremental planning to stock plan but as for reduction planning changes, which need to strengthen the land use intensity control to ensure the city well ordered. Municipal facilities as the important factor of land use intensity control, research on the capacity of municipal facilities is of great significance for setting scientific and reasonable land use intensity.. Land use intensity control is planning stage control according to the control of the key content, in this planning level of municipal facilities capacity under the constraint of land use intensity control has the important theory significance and practical value.Paper to built-up area as the research object, and introduced a hierarchical control planning technology system as a research platform, and to explore the capacity of municipal facilities on land use intensity factors and construction control model, from the area management unit-- plots three levels illustrates the restriction mechanism and technical methods. Taking the Baoji city as the case of the camp area control, the verification of the above control method and the quantitative model is carried out, and the application of its application in the planning practice is realized..The main content of the thesis is divided into five parts. The first part is introduction(chapter first): put forward the related research background, research object problems, defining the research object, determine the research purpose, research methods and the technical route. The second part is the research on the related basic theory(chapter second): first of all, combined with the built-up area as the research object, the intensity of land use control and municipal infrastructure capacity based on the domestic and foreign research, according to the municipal infrastructure capacity and land use intensity related research studies, to establish the basis for the theory and method of the following function study on the mechanism. The third part is the study of the relationship between model and Technology(third, Chapter 4): discusses the hierarchical control rules under the municipal infrastructure capacity of land use intensity relationship research, and from the three levels respectively according to the restricting mechanism on constructing integrated restriction relation model and technical method.
