Promotion Of High-tech Industry In Shaanxi Province Technological Innovation Efficiency

This paper at home and abroad about the high technology industry technology innovation efficiency related literature to carry on the study, reviewed the development history of high technology industry in China and has carried on the overall evaluation and analysis. Secondly, based on the previous scholars built a multiple input multiple output of technical efficiency measurement index system, using China’s 27 provinces and regions in 2003-2013 high technology industry data, using DEA method first, from the perspective of the static in high technology industries in China regional technological innovation efficiency level based on the analysis of the overall situation, to shaanxi province technology innovation efficiency, pure technical efficiency and scale efficiency on the basis of the comparison analysis, using DEA-Malmquist index method, from the Angle of the dynamic change of total factor productivity of high technology industry in shaanxi Province and its decomposition measures, technical progress and technical efficiency changes on earth is to lead to explore further the total factor productivity change. Next, respectively from the perspective of theoretical and empirical, the factors that influence efficiency of shaanxi province high-tech industrial technology innovation is analyzed,(concentration) market structure, enterprise scale, the local government funding intensity and the degree of opening to the outside influence on technology innovation and its decomposition efficiency, to improve the efficiency of high technology industry technology innovation to provide an empirical basis. Finally according to current situation of shaanxi province high technology industry technology innovation efficiency, the high technology industry technology innovation efficiency and policy Suggestions to promote the development of high technology industry.The main proposed recommendations following aspects: rational allocation of resources, optimize investment structure; increase the accumulation of human capital, strengthen the cultivation of innovative talents; strengthen the financial support of the government, role of the government policy guidance and support for innovation; coordination of market structure, promote effective competition; scientific selection of industrial scale line, improve the industrial level of organization; the adjustment of the export-oriented economic policy, give full play to the positive spillover effect.
