The incidence of CHD(Congenital Heart Disease) is high, so as the relative treatment expenses. Although medical insurance has been put into effect, the expense is still not quite affordable to many families due to low reimbursement ratio. Payment methods play a key role in healthcare system in that it controls medical expenses, allocates medical resources and instructs healthcare services.This essay defines the concept of payment methods, explains the five most common payment methods, analyses medical treatment on CHD conducted by Shanghai Children’s Medical Center on empirical basis and compares healthcare expenses on CHD and relative reimbursement, finding that given to the low reimbursement ratio of healthcare expenses, afflicted children’s families are still facing enormous economic pressure. The essay then compares medical insurance system for children both home and abroad, points out weaknesses in current payment methods and makes policy suggestions including, Proposed to use single disease payment. In order to promote the implementation of single disease payment system,we should Put forward reasonable fees, hospital income structure change,shorten the days of hospitalization, medical service behavior, management and education combined, effectively curb excessive medical behavior and other recent measures. And the development of single disease clinical diagnosis standard and supporting measures, strengthen hospital internal single disease cost accounting management, improve the incentive and evaluation mechanisms, sound and effective medical service providers such as long-term measures of hospital information management system.
