Because local resources are not abundant, the Zhejian’s economy has the characteristics of close connection between industry and trade, so the professtional markets are well-developed. Puyuan’s sweater market and Chongfu’s fur market in Tongxiang are influential nationwide, and there are other 30 specialized markets. With the development of the markets,it promoteed the birth of a group of industrial enterprises,and make surrounding people rich by the way. In recent years, the Tongxiang specialized market has encountered many problems.These problems didin’t only lead to investment petition but also waste resources and increase social instability.What kind of role the government should play? How does the local government guide the market development and how to supervise it?The second chapter analyzed the problems in the development of Tongxiang specialized market.For a deep research, the writer specially selected Zhou Quan and Shim en’s shoe markets as a example, trying to analysis the development process of the two shoes industry.Through a series of data and interviews with related people who are familiar with the specialized market construction and footwear industry, it analyzed the impact of government for the the two shoes markets development.Based on the above analysises, the paper gived the countermeasures to promote the development of specialized markets in the last part. The first proposed countermeasure is that the government should not intervent the development of market,cause the government’s duty is to let the market work by itself. The second suggestion is that we need change the motivation mechanism for the local government. And by this way we could change the two counties’s competitive relation to a new cooperative one.
