Since the beginning of the reform and opening up, Chinese economy has been developing rapidly, and the private economy has difficulties in getting financial support from formal financial sector, resulting in the needs of the private financial. In this context,the civil financial rises rapidly, being shown in various forms. However, there is a huge amount of risk in the development of the private financial, including a negative impact on social stability and development, and the canonicalization of the private financial should be resolved quickly. Therefore, the canonicalization of the private financial has great practical significance.On the basis of the private financial which has been defined clearly, we analyze rationality of the civil financial on the basis of dual financial structure theory and information asymmetry theory. Then On the point of view of economy, polity and culture,we analyze the realistic environment of the civil financial In the course of development,highlighting the partial advantage of civil financial. however, there have been a number of serious problems in the development which also highlights the necessity of civil financial normalization. Compared with developed countries or regions, economic development level in our country is relatively weak, the experience in developing civil financial is worth learning. The text mainly analyses Japan and China’s Taiwan region which are similar to mainland in culture. Finally, the text points out the specific ways in Standardization of civil society financial, the participation in local small and medium-sized bank building and development finance cooperation is essential to the Standardization of civil society financial.
