The Research On Improvement Of The Market Rules In The Construction Of Modern And High-efficiency Agriculture Demonstration Zone Of Guizhou

Modern and high-efficiency agriculture demonstration zone(called “agricultural zone” for short later), as well as the “test zone” of the first industry and “innovation zone” of system and mechanism, is greatly different from other places in the agricultural development. Among them, one important difference is the establishment of the system and rules, and the “test area” and “innovation area” of agricultural development are also the “special zone” of a variety of systems and rules.The government plays an irreplaceable role at the beginning of the construction of the agricultural zone, but the government should gradually exit from the zone with the continuous development of the zone, and the market mechanism plays a decisive role in the resources allocation of the zone, the premise that the market mechanism plays a role is to have a perfect market rules. This article firstly combines the actual situation of Guizhou agricultural zone on the basis of teasing out the related theory of market rules to define market rules in the modern agricultural zone. It thinks that market rules of Guizhou agricultural zone has the rational characteristics of construct,and aren’t entirely spontaneously formed. And then the market rules can be divided into systematic rule, running rule, auxiliary rule, and so on according to the content,of which the systematic rule is mainly the fundamental property rule, including the tangible property, intangible property right, human capital property right and land property rights, etc. The running rule mainly refers to the representation rule of the two main links such as production and circulation, including agricultural standardization production rules and the professional wholesale market rules in the zone. In addition, the auxiliary rule is mainly the supporting rule for the zone from the government, including the rules such as research and development funding, educationtraining, and the taxes support, and so on.Moreover, this paper builds an analysis framework of modern agricultural zone market rules from the three rules, then successively sums up the overall situation and prominent problems of the construction of the three rules in the modern agricultural zone in Guizhou by the survey questionnaire and the spot investigation in the zone,finally, puts forward the policy suggestion that market rules of modern and high-efficiency agriculture demonstration zone in Guizhou should be further improved.
