Research On APEC Development Problem Based On FTA Perspective

Since the 1990 s, under the background of accelerating development in the economic globalization, the free trade area(FTA) especially bilateral FTA relies on its initiative and flexibility advantages to carry out vigorously all over the world. Since the establishment of APEC in 1989, which carried out economic and technological cooperation in promoting regional and Global trade and investment liberalization and facilitation.It has obtained the certain achievement and made an important contribution to the promotion of regional economic cooperation and economic development in the Asia Pacific region. But in recent years, because of the great change of the Asia Pacific region, the global political and economic situation, APEC met serious challenges in development. After the Asian financial crisis in 1997, the development of APEC has been slow, which leads to a large number of its internal FTA, produced many important issues such as rules of origin, market access policy, regional cooperation strategy for the future development of the APEC and Chinese has brought the great impact. Therefore, the internal perspective of the FTA on APEC study and discussion on the development of China’s strategic choice is of great practical significance.In this paper, under the background of the rapid development of the APEC internal FTA, research status of the APEC internal FTA development, and a large number of FTA numbers resulted in significant "Pasta Bowl" effect. On this basis, from the economic, political, diplomatic, geo-many aspects of in-depth analysis of the causes of the rapid development within APEC FTA. On the basis of these studies, based on the GTAP model simulates the APEC free trade area established after China, the United States, Japan, Canada, Korea, Australia, Indonesia, New Zealand, the European Union, the rest of the world in economic impact, results show due to the Elimination of tariffs, and overall trade flows and the size of the Member States are rapidly expanding, both exports and imports increased, to the extent that the industrial division of labor is getting smaller, make full use of the comparative advantages of each region. But the product trade structure of APEC member countries converge, in addition to some countries and sectors, countries will gradually similar products import and export structure, to some extent may produce integration defects, caused by the structural disorder. The article finally proposed the possible path toward APEC to FTAAP and Chinese suggestions. This paper believes that the most likely path to FTAAP is the one of integration of APEC internal FTAs/RTAs, the other one is a phased implementation of the FTAAP. China should be from the global vision of its development and the strategic perspective, make forward-looking policy adjustment, in order to gain the initiative in the regional and multilateral system reconstruction, to guide the development of APEC to China’s favorable direction.
