| Public housing is part of the social security system,belongs to the social relief. Public housing has great significance for solving the housing difficulties of urban low-income groups. At present, public housing in Hebei Province including affordable housing, commercial housing of restricting price and public rental housing. Speaking from its nature, public housing is quasi-public goods, so the government should provide the main body, individuals should bear part of the cost.With the socialist market economic system becomes more and more gradual maturity and the development of protection of housing projects, Hebei Province provided public housing since 2007, and has achieved some positive results. Funding channels become more and more rich. Public housing funding sources in Hebei including government funds, fianancing from bank, capital market financing, value-added benefits of transfer landl and personal cost. However, due to the public housing system in Hebei Province started relatively late, lack of development experience, but there has great room for innovation in financing, researching the issue of public housing finance is necessary.This paper uses reading literature, comparative analysis, lesson learning method and telephone interview method to analyze financing of public housing in Hebei Province. This paper includes six chapters, divided into three parts.The first part is the first and second chapter, the theoretical basis for the introduction, including the background and significance of the topic, the main content and research methods, the definition of related concepts, basic funding theories for public housing, providing the theoretical groundwork for the full text of the research.The second part is the third, fourth and fifth chapter of the financing situation analysis of public housing. The third chapter is public housing policy and funding policy system’s development. Chapter four is the results have achieved in Hebei, mainly discussed from the Financing channels, public housing’s achievement of Hebei Province has made in recent years. Chapter five is the problem facing. Using the aforementioned theory point that there are some problems of the public housing in Hebei Province, including financing channels is narrow, lack of innovation financing channel, financing procedures are complex, weak regulatory mechanisms and other issues.The third part is the chapter six for suggestions. This part gives some detailed solving measures of above problems. Especially from the combination of market and government, putting forward some methods, including perfecting public financial investment mechanism, improving policy financing system, innovating financing tools to simplify financing procedures, improving laws and regulations and other measures. |
