Minimum wage system is a kind of legal protection that a country in order to safeguard the lawful rights and interests of workers, which need them complete regulated labor task and then can get corresponding remuneration to maintain their production and living. Minimum wage originally appeared in individual capitalist countries, but along with the advance of the capitalist productive forces, more and more farmers lost their land and turned into cheaper labor workers, they suffered from heavy exploitation by capitalists which made them have to use violence to fight for their rights. After the 20 th century, with the extension of this form, many capitalist countries began to implement the minimum wage system. The implementation of the minimum wage system in China dates back to the liberated areas in 1922 which formulated <the outline of labor law>, then there are new laws to complement the minimum wage legislation, but it was not until 1994 China’s minimum wage protection system was preliminarily established.Whether the minimum wage should be carried out, how the influence of the minimum wage make on the employment, from the system set up to now, academic circles alawys had a heated discussion. Chinese scholars also carried on the thorough research which made our own country as object, most of the research results show that our country should implement the minimum wage system. Because the minimum wage system has played a positive role in many ways, such as guarantee the lawful rights and interests of workers, narrowing the income gap of laborer, promote the adjustment of industrial structure and so on. Throughout the literature, we found that there was more theory discussion on the minimum wage, but fewer empirica discussion, and most studies made the whole country as an object, but Xinjiang was few. With the construction of the silk road economic belt, the strategic position of xinjiang will become more prominent, the development of the leapfrog development and lasting stability goal is full of opportunities and challenges, therefore, this article from the perspective of the minimum wage to study xinjiang employment has more realistic significance.This thesis is divided into six parts. The first part is introduction, mainly introduced the background and significance of writing the paper, the research both at home and abroad, this article research idea, content and research methods. The second part is the theoretical basis for minimum wage employment effect, mainly summarizes the theory of evolution. The third part analyzes the content of the two, one is the minimum wage system development course and the present condition of the minimum wage system in xinjiang; The other is the employment situation of xinjiang. The fourth part is the core part of this article, mainly through the empirical to analysis the employment effect of minimum wages in xinjiang. Using time series model and panel data model respectively from the xinjiang, inheritance, to analysis the points and areas, etc. The results showed that: first, from the point of whole xinjiang, minimum wage has reverse pulling effects on employment, namely, with the improvement of the minimum wage, it will cause part decrease of employment. Second, the minimum wage produces different effects on the three big industry employment. It has no obvious effect on the first industry, has great positive effect on the second industry, namely the minimum wage increase would bring the increase of the secondary industry employment, for the third industry, it has great negative effects. Third, from the point of specific areas, areas in the Northern Slope economic zone arises in the positive effects, but has no significant effect on employment of southern xinjiang poverty-stricken areas. The fifth part is case analysis, selecting the representative country abroad: the United States and France, on behalf of the domestic eastern, central and western are three areas: Beijing, hubei and chongqing, to analyze their effect on employment of minimum wage. It is found that foreign research results of the minimum wage is not the same, most studies of the United States show increase minimum wage will make a negative effect on employment. France studies show no obvious relationship between the minimum wage and employment. And for domestic, most research results show the minimum wage promote the employment, of course, there are some research does not show obvious relationship. Finally, combining the results of the study, I put forward some policy Suggestions for the minimum wage system reform of xinjiang.
