In the period of social transformation at present stage in China, this transformation includes the transformation of the pattern of economic development also includes the transformation of the specific institutional arrangements. In this background, China’s private enterprises are faced with the institutional environment, although has on the whole is relatively improved, but some aspects of the lack of legal system and the phenomenon such as government administrative intervention in the economy will continue to exist within certain bounds for a long time, and different parts of the private enterprises are faced with the institutional environment will also continue to show some degree of difference. Present enterprises, has been heavily promoted by the Chinese government, and academia are especially manufacturing enterprises take the path of technological innovation, but really rely on innovation to drive the development of China’s manufacturing enterprises are few, the manufacturing enterprises in China is still at the low end of the global manufacturing industry chain. In this paper starting from the strategic view of institutional basis, think system of regional environment failed to take innovative drive manufacturing enterprises in our country is one of the main reasons.On the basis of summarizing the predecessors’ research, study, this paper builds a system environment, political associated with the concept of enterprise innovation strategy relationship model, and on the basis of the further study of the mechanism of action between concepts, which put forward in this paper, the relevant propositions and research corollary: in the area of the institutional environment, the private enterprises in many aspects, such as strategic resource access and social acceptance with the help of the political association intend to low, in order to avoid political association \ "innovation inert\" and caused by political association \ "crowding out\" of innovation, and thus make the enterprise to rely on technology innovation for enterprises to develop the possibility of increased; In the area of imperfect institutional environment, small and medium-sized private enterprises in many aspects, such as strategic resource access and social acceptance with the help of the political association intend to high, this will encourage small and medium-sized private enterprises seeking its own development depends on its social relation network, rather than mainly depend on the ability of the enterprise internal, and therefore produce inert \ "innovation\", which may inhibit enterprise technology innovation strategy. So this article view of system integration strategy, strategy of resource based view and strategic market based view, the political association as a enterprise formed in the institutional environment, and has a significant inhibitory effect on enterprise technology innovation strategy of the enterprise internal factors, using 2011-2013, China’s small and medium-sized plate manufacturing large sample data of 245 listed companies, using the method of empirical research, makes every effort to explore China regional differentiation of middle and small private manufacturing enterprises under the environment of innovation strategy.In this paper, we study the strategy of \ "institutional environment, political association,\" the concept of the framework, build the system of regional environment and the research system of small and medium-sized private enterprises technology innovation strategy. Mainly analyzes and discusses the following two core issues: 1. The system of environmental impact on the enterprise technology innovation strategy of don’t exist and what impact? 2. If the institutional environment of enterprise technology innovation strategy, then the mechanism of action between them and the path? Through theoretical and empirical research, this paper got the following conclusions:And regional system environment of enterprise technology innovation strategy has an important positive influence. In better institutional environment, institutional arrangement more reasonable environment, the enterprise will be the main resources into technical innovation and research and development than the major, namely enterprise are more likely to make the technological innovation strategy; In the institutional environment is poorer, lack of institutional arrangement of environment, the enterprise will be the main resources into technical innovation and develop the proportion of small, or put on resources to innovation and research and development. System in the environment and legal relationship between government and market development and improve the degree of two dimensions and impact on regional enterprise technology innovation strategy is very obvious. This suggests that the relationship between the government and the market development level, and laws to promote regional development level of enterprise technology innovation and r&d activities play an important role. Second, the enterprise system of \ "political association\" in the relationship between environment and enterprise technology innovation strategy in partial intermediary role. This will reduce due to political associated enterprise resource configuration \ "dislocation\" and \ "inertia\" innovation, and could prompt enterprise onto the road of technological innovation strategy; In the area of imperfect institutional environment, small and medium-sized private enterprises have stronger motivation and willingness to go through establishing relationship with the government(officials) to obtain its opportunities, and thus formed a strong political associations, and because of the cost of the associated \ "crowding out\" and \ "innovation inert\" produced by the political association, inhibition of enterprise technology innovation strategy.In this paper, we study the Chinese situation and transition of the unique system of small and medium-sized private enterprises technology innovation strategy for the combination of research results. Theoretical and empirical results for interpretation and further study of the institutional environment on the influence mechanism of enterprise technology innovation strategy, explore the law of our country small and medium-sized manufacturing enterprises technology innovation, to promote the development of China’s manufacturing industry innovation drive way has a certain guiding significance.
