Study On The Performance Evaluation Of The Management Of The Forest Resources Of Typical State-owned Forest Farms

State-owned forest farms are not only the basci units to nurture and protect forest resources,but also the important base to build the eco-system and forestry industry. They have an important role in the national ecological construction social economy. Forest resources are the starting point and end point for forestry works, and are the basis for the survival of the forest.Because they are the improtant material security to maintain he ecological balance, economic and social sustainable development, so the scientific management of forest resources is vital. Therefore, it was an inevitable request to strengthen research on management of forest resources of state-owned forest farms to promote the success of the reform and stable development of state-owned forest farms.This paper argues that forest resources management performance evaluation of the state-owned forest farm can be done in the broad sense and narrow sense. From broad sense, forest resource management performance evaluation of target layer is divided into forest resources management condition, forest resource management process and forest resources management results three layers. Narrow sense of the performance evaluation of forest resource management is to evaluate the management process and management result under certain conditions, its target layer is divided into forest resources management process and results two sub layers. In this paper, combining with the characteristics of forest resource management, on the basis of the evaluation of forest resources management conditions, from management process and the results two aspects, the narrow forest resource management performance evaluation of state-owned forest farm is carried on and then obtained the following goals: First, the author researched the problems of the management of forest resources of state-owned forest farms in the long time in order to provide reference information to strengthen the management of forest resources and to protect the success of the reform of state-owned forest farms; Second, the author took the state-owned forest farm in Jiangle County in Fujian Province as the example, constructed the evaluation system, utilized the appraisal methods for processing data, and studied the weights of the factors of the management of the forest resources of state-owned forest farms to propose management measures of forest resource and provide targeted advice for the protection of the reform of state-owned forest and the improvement of the system of the management of forest resources.According to the characteristics of the management of resources, this article synthesis utilized correlated knowledge, such as ecological economics, sustainable development, participatory theory, modern management, systems theory, and analyzed the exploration reasonable feasible appraisal theory and the method, and carried on the analysis processing to the collection material, carried on evaluation of the performance of the management of the forest resources of the state-owned forest farm in Jiangle County. The viewpoints and the conclusions of this article were as follows:1.Following the principle and the method of the management appraisal, according to the actual situation of the state-owned forest farm in Jiangle County, the author established a indicator system of broad performance evaluation of the management of forest resources of state-owned forest farms by four levels, 53 evaluating indicators from the condition, process and result of the management of forest resources three big aspects. Using analytic hierarchy process and the subjective method to definite the target weight, the article carried on the distance function to account target value.2. Basing on the indicator system, the article unified actual situation and the statistical data of the state-owned forest farm in Jiangle County, and determined 53 evaluating indicator’s actual value and the reference value. After the computation, the synthesis distance index of the condition of the management of forest resources was 0.1553 and the synthesis distance index of the process and result of the management of forest resources was 0.2687. It means the condition, the performance of the management of forest resources of the state-owned farm in Jiangle County were better in 2012.3. Following the evaluation results and combining the actual situation of the management of forest resources of the state-owned farm in Jiangle County, the author proposed the specific recommendations and practices for the management of forest resources of the state-owned farm in Jiangle County.
