In the project construction project investment, the new energy automotive industry always face many aspects of the task, and can be affected by these factors. If not completely solve these problems, the new energy automotive industry investment projects will encounter more trouble, leading a huge impact on investment projects. Therefore, the system thoroughly identify and evaluate the investment risk of the construction project can be a positive policy guidance for the new energy automobile industry whether it can smoothly invest and increase the industry’s profit. In order to make the new energy automotive industry to successfully carry out investment activities and can give our country’s new energy automobile industry investment projects to provide reference and reference. So it is necessary to carry out research on risk evaluation and control of HTM new energy automotive engineering construction project investment.This article first summarizes the background and significance of the topic, research status at home and abroad in terms of risk management, and presents the research contents, methods and innovation. With the help of project risk assessment theory and research methods, including theoretical research with project life cycle theory, information asymmetry theory, and evaluation method of level the analysis method and fuzzy comprehensive evaluation method. This paper provides a theoretical basis for the analysis project risk management of HTM, after a brief introduction to the HTM construction project construction condition, environment, necessity, using questionnaire method, analyzing the financial statements analysis and recognition method scenario analysis of Shandong HTM construction project risk factors, in the project construction stage Economic risk, technology risk, environmental risk, human resource risk and management risk factors are identified, to identify the Shandong HTM construction project risk, take the analytic hierarchy method and fuzzy evaluation method to evaluate the risk management of construction projects, make clear and comparable results for each aspects of the situation, the environmental risk, economic risk and management risk is the main risk of the project, based on project risk identification, according to estimates the level of fuzzy comprehensive evaluation, the control strategy that Shandong HTM construction project risk.Through analysis and research, the paper finally draws the following conclusion: risk management theory is applied to the Shandong HTM new energy automotive engineering construction project evaluation and analysis, can effectively avoid the risk factors related to bring losses. In view of economic risk, environmental risk, management risk, technology risk and human resource risk factors, this paper presents corresponding risk control measures; so that the project risk is controllable range, for Shandong HTM new energy automobile construction projects can effectively control the risk, reduce investment costs to provide the reference and basis. And it can provide useful reference for the construction of new energy vehicles in China.
