The science and technology Small and micro enterprises will grow and develop good, enhance their strength and improve the ability of innovation.This article use empirical research methods, choose the mature measurement scale, and send the questionnaires to science and technology Small and micro enterprises in Jiangsu region. Through using software SPSS19.0 and Lisrel8.70, this article conducts reliability analysis, exploratory factor analysis, confirmatory factor a nalysis, correlation analysis and regression analysis to 246 questionnaires.The result of the study shows that the alliance network relationship characteristic of science and technology Small and micro enterprises has a significant role in promoting innovation performance. The relationship quality and relationship lasting degree of the alliance network relationship characteristic all have direct impact on the enterprise innovation performance, also have a significant impact on innovation performance through the innovation resources. And the strength of relationship have no significant effect on innovation performance and innovation resources. Innovation resources have part of mediating effect on the alliance network relationship characteristic and enterprise innovation performance. The knowledge resource and capital resource all have part of intermediary effect on the influence of science and technology Small and micro enterprises alliance network relationship characteristic and enterprise innovation performance.According to the research conclusion, this article puts forward suggestions according to enhancing the innovation performance of science and technology Small and micro enterprises. First of all, Small and micro businesses should establish the alliance network relationship for adapting to their own and achieve the transformation and upgrading of enterprises. Small and micro businesses in alliances can get more innovation resources, reduce the risk existing in innovation, so as to better innovation. Secondly, build the high alliance network relationship quality, strengthen enterprise trust mechanism. A good relationship of trust is the basis of cooperation among enterprises. Thirdly, maintain the stable relations of cooperation, deepen familiarity coalition partners, to promote enterprise innovation resources shared vision. Finally, small and micro enterprises should pay attention to innovation resources. K nowledge resource is the nerve of innovation activities, financial resource is the blood of innovation activities, the two are indispensable. K nowledge resource will provide the basis for innovation, and financial resource will provide guarantee for the innovation.
